For the past 40+ years fascist billionaires have
implemented a plan designed to enrich themselves using the power of the national government and corporations as their means of achieving it. They have corrupted our government -- the executive, legislative, and judiciary -- so much so that it is no exaggeration to assert that the national government is a 'captured' institution, incapable of reform, serving only the interests of the banking, fossil fuel, military industries, and the other monopoly corporations. While it is imperative that we resist this fascist takeover, it is equally important to rethink our strategy and organize locally to take our country back.
Meanwhile, life on planet earth is in grave peril. We are in the midst of the largest mass extinction of species since the age of the dinosaurs, some 65 million years ago. Due almost exclusively to human activity, the planet has lost 2/3rds of all species in the last 50 years. And yet, our captured national government continues the destruction of life with a 'business as usual' attitude, fueling and feeding the very corporations responsible for the unravelling of the matrix of life.
We the people must get organized, come together around a plan that would achieve several key objectives:
1. Establish the rights of communities / cities / counties to self-governance, to protect their air, water, land, and other resources from the exploits of corporations and external governments that do their bidding. (

We must include in this Community Bill of Rights certain precepts that ensure the following:
a) Corporations are not people and are not entitled to human rights. They are property. We do not recognize the rights of corporations, only the rights of people and nature.
b) Money is not free speech and can be regulated. Money is a public utility to be used for the common good. (

c) The people alone are sovereign and can create any form of government suitable to their happiness and well being, and abolish any government that hinders human and planetary progress. (see

Colorado Bill of Rights Article II) d) Nature and its many life forms have an intrinsic right to exist and flourish. That human communities must accommodate other life forms, adjusting its behavior for the benefit of all life.
2. Examples of Community Bills of Rights
Lafayette, Colorado:
The Community Bill of Rights and Obligations is law, as follows:
a. Right to Community Self-Government. All residents of the City of Lafayette possess the fundamental and unalienable right to a form of governance where they live which recognizes that all power is inherent in the people, that all free governments are founded on the people’s authority and consent, and that corporate entities and their directors and managers shall not enjoy special privileges or powers under the law which make community majorities subordinate to them.
b. People as Sovereign. The City of Lafayette shall be the governing authority responsible to, and governed by, the residents of the City. Use of the “City of Lafayette” municipal corporation by the sovereign people of the City to make law shall not be construed to limit or surrender the sovereign authority or immunities of the people to a municipal corporation that is subordinate to them in all respects at all times. The people at all times enjoy and retain an unalienable and indefeasible right to self-governance in the community where they reside.
c. Right to Clean Water. All residents and ecosystems in the City of Lafayette possess a fundamental and unalienable right to sustainably access, use, consume, and preserve water drawn from natural water cycles that provide water necessary to sustain life—free from toxins, carcinogens, particulates, nucleotides, hydrocarbons and other substances introduced into the environment.
d. Right to Clean Air. All residents and ecosystems in the City of Lafayette possess a fundamental and unalienable right to breathe air untainted by toxins, carcinogens, particulates, nucleotides, hydrocarbons and other substances introduced into the environment.
e. Right to be Free from Chemical Trespass. All residents and ecosystems within the City of Lafayette possess a fundamental and unalienable right to be free from involuntary chemical trespass including toxins, carcinogens, particulates, nucleotides, hydrocarbons and other substances introduced into the environment.
f. Right to Peaceful Enjoyment of Home. Residents of the City of Lafayette possess a fundamental and unalienable right to the peaceful enjoyment of their homes, free from interference, intrusion, nuisances or impediments to access and occupation.
g. Rights of Ecosystems. Ecosystems possess unalienable and fundamental rights to exist and flourish within the City of Lafayette. Residents of the City shall possess legal standing to enforce those rights on behalf of those ecosystems.
h. Right to a Sustainable Energy Future. All residents in the City of Lafayette possess a right to a sustainable, healthy energy future, which includes, but is not limited to, the development, production, and use of energy from renewable, healthy, and sustainable fuel sources, exclusive of fossil and nuclear fuels, and the right to establish local sustainable energy policies to further secure this right.
